States were rated on multiple criteria but most heavily on their ability to asses the visual needs of the majority of the population. The ability to drive a car and the ability to learn were rated at the highest level because of their systemic effect on the rest of the society. All children must learn/go to school and most people drive/have a drivers licenses in any given state and hence these laws affect the majority of a given states population.
